Gateway

Grade 7 and SCS PB1 Gateway, plus:

  • Can demonstrate significant experience at Director level in another organisation in the financial management field.

Professional Expertise

Policy or Operational expertise as relevant, plus:

  • Possesses the ability to design and implement governance and financial management frameworks within a complex organisation, and strategies for the efficient mitigation and management of business and financial risks.

  • Provides financial leadership to the Department, its agencies and Non-Departmental Public Bodies, and be responsible for ensuring that strategic and operational decisions are made within a defined financial framework and strategy. Has the ability to operate across multiple organisations, framing their financial management environment, and taking a long-term 10-40 year perspective.
  • Provides advice to the Accounting Officer, Ministers and colleagues on the financial implications of specific policies, including evaluation of likely affordability and value for money. Has a well developed political sensitivity and can balance analysis and advice between considerations of efficiency, propriety and policy. Supports the Audit Committee in the discharge of its responsibilities.
  • Contributes, as a member of the Department's Board, to the strategic direction of the Department and the creation and management of the capacity needed to support that strategy. Works with Board colleagues to deliver the Department's business.
  • Ability to represent the organisation at the most senior level in financial, commercial and general management relationships with other organisations in both public and private sectors. Can demonstrate excellent presentational, communication and influencing skills.
  • Ensures the Department has a robust mechanism for managing its short, medium and long-term finances and large-scale programmes, optimising the allocation of resources against suitable commercial, strategic and operational delivery criteria - within a performance management envelope.
  • Posesses the ability to develop, negotiate, achieve agreement to and deliver organisational level financial strategy, taking account of long and medium-term environmental factors and risks. Has the ability to develop effective planning, financial management and reporting frameworks.
